Despite these challenges, he drafted legislation to address the issue and delivered it to the steps of the Capitol Building in Washington DC, urging lawmakers to change the outdated law that had denied veterans rightful compensation due to medical negligence. The Tally Bill was eventually passed, eliminating a 72-year-old legal loophole that the VA had used against veterans.
